2. The 12th National Economic and Social Development Plan 2017- 2021

Th 12th National Economic and Social Development Plan targets on major issues including social disparity, strong and competitive economy, natural capital preservation and environmental quality for environmentally friendly growth, Energy and water resource security, food security, social security, unity, independence and sovereignty and gain the confidence of the international level and the public administration transparent, accountable, efficient, power distribution and public participation. The one of the main goals that is related to climate change is on

The 4th Strategy: Environmentally Friendly growth for sustainable development by the following 4 targets:

   1. Rehabilitation of natural resources and the sustainable and equitable use
   2. Establish water security of the country and water resources management system to be effective
   3. Environmental management to reduce pollution and provide better quality
   4. Capacity development to greenhouse gases reduction and adaptation to the impacts of climate change and disaster management


3. Thailand’s Climate Change Master Plan 2015 – 2050

The cabinet approved Thailand’s Climate Change Master Plan 2015 – 2050 as proposed by the Office of Natural Resources and Environmental Policy and Planning (ONEP). The Master Plan has objectives to guide actions to mitigate and tackle problems arising from climate change, promote the conduct of appropriate and effective action plans in all sectors and levels, and encourage Thailand to move towards Low Carbon Society in accordance with the concept of “sufficient economy”, by identifying the following 3 strategies:

   1. Adaptation in order to respond to the impacts of climate change
   2. Mitigation through greenhouse gas reduction and increase of sinks and reservoirs
   3. Improvement in Thailand’s capacity in managing risks associated with climate change


4. The Ministry of Natural Resources and Environment Strategy 2016 – 2021

Prevention, impact mitigation and adaptation to respond to natural disasters and climate change

Goals: Thailand reduces greenhouse gas emissions by 24 million tonnes of carbon dioxide equivalent (in 2021).

Ministry of Natural Resources and Environment assigned Thailand Greenhouse Gas Management Organization (TGO) as an implementing agency to foster greenhouse gas emissions reduction projects / activities, including monitoring and evaluation of “greenhouse gas emissions reduction in Thailand”.
